The featured artist is Doug Marsh; the sign details his extensive background:

Doug Marsh is a designer and artist with an MFA in Theater Design from the University of Oklahoma. Originally from Oregon, he has lived in California since 1990 and has worked nationwide on projects ranging from stage production to museum galleries. Doug has elaborately carved pumpkins for over 25 years and is a longtime Disney fan, serving on the Board of the Carolwood Foundation.
