I would assume that if you need an accessible van you would be planning ahead for this. Whether your going to use Minnie van service or another service there may be a wait. I would imagine this is understood. I go to McDonald’s to order something and it may take some time. I go to Disney world to ride an attraction, there may be a wait. Just how it is, honestly it’s no one else’s concern if someone before them is using said vehicle. These are all provided on a first come, first served basis. Now I would imagine as well that Disney May reach out and ask if they running short on these types of vehicles but not sure if they can ask or not.
